Thisbookbringstogetherperspectivesofdevelopmenteconomicsandlawtotackletherelationshipbetweencompetitionlawenforcementandeconomicdevelopment.Itaddressesthequestionofwhether,andhow,competitionlawenforcementhelpstopromoteeconomicgrowthanddevelopment.Thisquestionishighlypertinentfordevelopingcountrieslargelybecausemanydevelopingcountrieshaveonlyadoptedcompetitionlawinrecentyears:aboutthirtyjurisdictionshadinplaceacompetitionlawintheearly1980s,andtherearenowmorethan130competitionlawregimesacrosstheworld,ofwhichmanyaredevelopingcountries.Thebookproposesacustomizedapproachtocompetitionlawenforcementfordevelopingcountries,setagainstthebackgroundoftheacademicandpolicydebateconcerningconvergenceofcompetitionlaw.Theimplicitpremiseofconvergenceisthattheremayexistone,orafew,correctapproachestocompetitionlawenforcement,whichinmostcasesemanatefromdevelopedjurisdictions,thatareapplicabletoall.Thisbookrejectsthisassumptionandarguesthatdevelopingcountriesoughttotailorcompetitionlawenforcementtotheirowneconomicandpoliticalcircumstances.Inparticular,itsuggestshowcompetitionlawenforcementcanbetterincorporatedevelopmentconcernswithoutcausingunduedilutionofitstraditionalfocusonprotectingconsumerwelfare.Itproposeswaysinwhichapproachestocompetitionlawenforcementneedtobeadjustedtoreflectthespecialeconomiccharacteristicsofdevelopingcountryeconomiesandthemorelimitedenforcementcapacityofdevelopingcountrycompetitionauthorities.Finally,italsoaddressesthelong-runningdebateconcerningthedesirabilityandviabilityofindustrialpolicyfordevelopingcountries.TheauthorwouldliketoacknowledgetheResearchGrantsCouncilofHongKongforitsgeneroussupport.TheworkinthisbookwasfullysupportedbyagrantfromtheResearchGrantsCouncilofHongKong(ProjectNo.HKU742412H).
